How can you tell when a Libra guy is in love?

I need details, see there's this boy that's had the deepest feelings for me for about 2 years I wanna say, he's a Libra,I did have feelings for him, but i'm moving on since it didn't go anywhere. my biggest fear is that he's fallen in love because he can't seem to move on & I heard that when they fall in love, they fall deeeep.
