When your identity is stolen, and an illegal uses your SSN and does NOT pay the taxes. You will be contacted by the IRS who will demand that you pay the taxes on the income that you did not report. You will then have to prove to the IRS that is was not you. In the mean time, your bank account will be frozen by the IRS, and possibly emptied out to pay "your taxes".
