Im a us citizen and want to get married with a mexican national,?

he had a mexican pport to visit the u.s but was actually living here. Someone reported him and his pport was taken away. We were told he has to ask for a pardon before any immigration paper work is done. Does anyone know what kind of pardon and were does he have to go to do that?
